Role Purpose:

  • This role provides Health, Safety and Environment (HSE) governance, oversight, assurance, and escalation across multiple sites; oversee country’ region HSE activities and reporting, and review consistency of daily performance management system, across sites within scope.
  • To propose and gain senior management, MD agreement on the Country / Regional HSE Strategy, aligned with Coats Global HSE Policy.
  • To develop and deploy country / regional HSE KPI, systems and procedures that ensure a safe, healthy and environmentally responsible working environment across Coats operations.
  • Oversee and assure consistent compliance with environmental regulations, permits, and corporate standards across all sites within the assigned country / region, through governance oversight, consolidated reporting and trend analysis, appropriate escalation, and the provision of improvement and risk‑reduction recommendations.
  • To build capability by training and mentoring site HSE practitioners and managers to effectively implement Coats Global HSE systems.
  • To lead independent HSE audits and serious incident investigations across Coats sites within scope.
  • Manage Corporate Responsibility activities in Vietnam Cluster – dealing with Brands, Customers, Government for social and environmental/sustainability issues.

 

Principal Accountabilities and Key Activities:

 

Compliance, Governance & Strategy Deployment

  • Lead and coordinate HSE governance across all sites within Vietnam and Vietnam Cluster.
  • Provide governance oversight to ensure the effective roll‑out of Corporate Red Lines across all sites, including review of site compliance assessments, validation of reported compliance status, gaps, and improvement actions.
  • Ensure consistent multi‑site implementation of, and compliance with:
    • Local HSE regulations
    • Company policies
    • HSE Best Practices
    • Global HSE strategy, standards, and procedures
  • Oversee and challenge the implementation of the Global HSE Strategy through effective site‑specific programs, ensuring programs are risk‑based and fit for purpose.
  • Reinforce and govern a consistent HSE culture across sites, ensuring line managers demonstrate ownership for safe and environmentally responsible working practices.
  • Assure the effectiveness of site processes for:
    • Risk assessments
    • Work instructions
    • HSE training and communication arrangements
  • Review and challenge site‑level HSE objectives and targets, ensuring alignment with site risk profiles, regulatory obligations, and country / cluster priorities.
  • Provide governance oversight to ensure all HSE licences, permits, consents, and regulatory submissions across sites are:
    • Valid
    • Renewed on time
    • Compliant with statutory conditions and documentation requirements.
  • Oversee ENHESA regulatory compliance management across all sites, including:
    • Validation of applicable legal requirements
    • System accuracy
    • Timely closure of identified compliance gaps
    • Escalation of overdue or high‑risk legal non‑compliances
  • Ensure country / regional assurance that all sites comply with environmental legislation, including effluent discharge standards, emissions, waste management, and chemical regulations.
  • Support and lead engagement with regulatory authorities for escalated inspections, audits, reporting, or enforcement matters.
  • Lead country / regional HSE audits using the Global HSE Audit template, validating effectiveness of corrective actions and sharing cross‑site learnings.

Environmental & H&S Risk and Impact Management

  • Review and govern the maintenance and effectiveness of site Environmental Aspects & Impacts Registers across all sites.
  • Oversee the quality and consistency of environmental and H&S risk assessments, ensuring adequate controls are defined and effectively implemented.
  • Ensure environmental and H&S risks are embedded into operational planning, management of change, and Capex decision‑making across sites.
  • Consolidate and report risk assessment status, key gaps, and requirements at country / regional level to site senior management, MD and Group HSE.

Oversight of Site HSE Operations

  • Provide oversight to ensure HSE is integrated into daily management processes at all sites within Vietnam Cluster.
  • Verify site effectiveness in monitoring daily HSE performance through:
    • Safe work observations
    • Inspections
    • Safety walks
  • Review how sites identify, assess, and manage daily operational risks and ensure controls are consistently applied.
  • Assure timely reporting, correct classification, investigation, and escalation of incidents and near misses, including Serious Injury and Fatality (SIF) cases and regional approval of incidents at Intelex.
  • Track country / regional trends in open corrective and preventive actions, challenging delays and ineffective closures.
  • Oversee and audit contractor HSE compliance across sites, ensuring consistent application of procedures, rules, risk assessments, and safe systems of work.
  • Assure the robustness and consistency of Permit‑to‑Work (PTW) systems across sites, including controls for high‑risk activities.
  • Monitor regional trends related to:
    • High‑risk work execution
    • Toolbox talks and safety briefings effectiveness
    • On‑the‑job HSE guidance quality
  • Verify accuracy and completeness of HSE documentation, inspection records, and system data (e.g. Intelex).
  • Provide assurance on environmental operational controls across sites, including:
    • ETP / STP performance and effluent discharge quality
    • Waste segregation, storage, handling, and disposal
    • Chemical storage and spill prevention controls

Emergency Preparedness                                          

  • Ensure all sites maintain robust emergency response and business continuity plans, covering:
    • Fire
    • Earthquake
    • Floods
    • Chemical spills and releases
    • ETP failure
    • Water outage
    • Environmental testing failure
    • Medical emergencies
  • Review periodic emergency drills, their effectiveness, outcomes, and learning transfer across sites
  • Provide leadership and technical support during emergencies or environmental incidents, ensuring escalation to Group HSE when required

Contractor & Waste Vendor Compliance

  • Ensure consistent country / regional governance for:
    • Contractor selection and evaluation
    • Review and approval of method statements, risk assessments, and mitigation measures
  • Oversee and audit contractor and waste vendor compliance with:
    • HSE procedures
    • Legal requirements
    • Licensing and permit obligations
  • Escalate systemic contractor or vendor risks to Procurement and senior country or regional leadership

Management Review & Escalation

  • Consolidate site‑level HSE inputs into country / regional for MD Management Reviews (minimum quarterly)
  • Report on:
    • HSE KPIs
    • Incident and near‑miss trends
    • Audit findings
    • Permits, regulatory compliance status
  • Assure timely and accurate communication of significant HSE risks, systemic gaps, and emerging issues, ensuring appropriate escalation to senior management, MDs and Group HSE
  • Track management review actions and guide sites where closure or risk reduction is not achieved within agreed timelines. Escalate to MDs, senior country or regional leadership if site requires support

Training & Development

  • Govern the HSE training framework across all sites in line with legal, regulatory, and Group HSE requirements.
  • Review site identification of HSE training needs based on:
    • Risk assessments
    • Job roles
    • Incident trends
    • Audits and regulatory requirements.
  • Ensure consistent delivery and effectiveness of:
    • Induction and refresher training
    • Role‑specific and high‑risk activity training (PTW, LOTO, work at height, machinery safety)
  • Ensure contractors and third parties receive appropriate induction and task‑specific HSE training before work commencement.
  • Monitor training attendance, competence development, certification validity, and effectiveness across sites.
  • Assure accuracy of training records and competency matrices in relevant systems.
  • Validate effectiveness of training through observations, audits, assessments, and feedback.
  • Review and escalate training gaps, non‑compliances, and overdue certifications.
  • Ensure annual refresher training and certification for:
    • Red Lines
    • Incident reporting and escalation procedures.

HSE Reporting & Monitoring

  • Assure all sites consistently and accurately identify, report, investigate, and escalate:
    • HSE incidents
    • Near misses
    • Non‑compliances, with effective corrective and preventive actions.
  • Consolidate and validate country / regional records for:
    • HSE Incidents
    • Water use
    • Energy consumption
    • Emissions
    • Waste generation and recycling.
  • Report country / regional HSE performance to MD and Group HSE in line with reporting requirements.
  • Review periodically and assure effective and consistent system usage and information integrity within Intelex, ENHESA, and other Group HSE systems, including open action tracking.
  • Provide regional oversight of HSE incident investigations, including quality review of root cause analyses and corrective actions, and ensure appropriate regional review and approval of investigations and action closure within Intelex, prior to formal closure and reporting to Group HSE where required.
  • Analyse data to identify trends, systemic issues, and improvement opportunities across the HSE spectrum across all sites within scope.
  • Review and confirm accuracy of report on significant non‑compliances and incidents in line with global reporting requirements.
  • Track country / cluster HSE KPIs and drive improvement initiatives aligned with corporate HSE goals.

 

Cross function Compliance Coordinator and DTRT Champion:

Acts as key contact point of compliance team in Vietnam, Cambodia and Thailand for compliance related matters in partnership with all other functions. Is the bridge between business operations and legal requirements and safeguard company’s integrity and reputation.

  • Develop and implement compliance programs by tailoring these programs to company’s specific needs, ensuring alignment with applicable laws and regulations.
  • Conduct regular compliance audits by assessing company’s adherence to laws and regulations through audits, identifying and reporting any violations or discrepancies. 
  • Educate employees by delivering training programs to employees on compliance requirements, helping maintain ethical practices and prevent legal issues.
  • Manage corporate affairs as and when required.

Education, Qualifications and Experience

Essential

Desirable

  • 7+ years of HSE management in a manufacturing environment
  • NEBOSH Certificate or Diploma (National or International)
  • Recognised EHS professional qualification
  • Postgraduate qualification in EHS or related field
  • Experience in multi‑site HSE governance and performance assurance, including governance of HSE management and regulatory compliance systems (e.g. Intelex, ENHESA).
  • Strong capability in reviewing and assuring the quality of HSE incident investigations, root cause analysis, and corrective actions, including approval and control within HSE management systems (e.g. Intelex).
  • Experience consolidating and presenting HSE performance, risks, and trends to senior leadership and management review forums.
  • Demonstrated ability to provide independent challenge, escalate material HSE risks, and influence senior leaders without direct line authority.
  • Experience in developing and deploying HSE best practices
  • Strong environmental management knowledge (wastewater, emissions, chemical safety, waste)
  • Extensive risk assessment experience
